Yes, up until your current campaign goes live. Upgrades and package switches are open in that window. Once a campaign is running it's locked in, but nothing stops you starting a fresh one with a new budget or package.
Are refunds available for VeeFly campaigns?
Yes, in specific cases. If Google doesn't approve your video, even after VeeFly appeals on your behalf, the campaign amount lands back in your VeeFly wallet, and you can request a transfer to your bank account from there. The full terms are on the Refund Policy page.
